Alternative currencies are accepted and work quite well if the people agree to use them. Most of these alternative currencies in 1907 were technically illegal. Everyone knew they were banned, but nobody did anything about it. Part of the reason was the lack of currency, but also, the use was so widespread that the government could not stop it. To government bureaucrats and collectivists, this was a nightmare. Alternative money competes with establishing centrally controlled money.
